This "default behavior" is different for everybody and is part of the
configuration of the browser/OS.
I wouldn't want a website to be able to mess with/ignore my settings.
And what if the user wants to open the document before/without saving it?
Going straight to a "save" prompt doesn't allow this.
I'm not sure about the latest version of IE but in the past the problem
was that users didn't get the choice over whether to open or save the
file... IE just went straight ahead and opened files it 'knew' about.
