Assuming you are right, then that is what the user is expecting to happen and knows how to deal with (save it from word
or right-click on the link). I still don't see a reason to mess with that????
Comes back to accessibility that Mathijs mentions: you don't want to change the
way the user experiences the web.
In my opinion it is confusing (for non web-savvy people) and annoying (for
people like me).

Going straight to a "save" prompt doesn't allow this.
I'm not sure about the latest version of IE but in the past the problem
was that users didn't get the choice over whether to open or save the
file... IE just went straight ahead and opened files it 'knew' about.
