A Valve NDA never stopped leaks in the past.  Many times, during beta
testing under NDA, info has been posted on news sites.  It's not hard to
trace the leaks, but I haven't seen much change as the same people remain
part of the testing groups.

As always, the problem is with the execution and enforcement.  But, then
again, Valve doesn't want any negative press either.

Anyway, nothing you can do except wait to see what happens.  IMO, having an
SDK without the ability to test it, is pretty much worthless as you would
be blind coding.  On the other hand, mappers and modelers could get the new
Hammer for HL2 months ahead of schedule to start working on what they need
to get done.  They could work just fine without having to test their
designs immediately.
