Internet multiplayer games that run on the PC all rely on some amount of trust in the client. As long as the client is trusted by the server, there is no foolproof way of preventing someone from altering how the client behaves. You can attempt to make the client alteration as difficult as possible using all sorts of methods (encryption, run-time code modifications, constantly changing client executables, etc.), but in the end, if someone is dedicated enough to want to change how the client behaves, this can't be completely stopped.
