%xbox_args% -changetodir %ChangeToDir% %SDKArgs%

Attempts to open a Perl script called "C:\Perl" which of course doesn't
exist.

Try this instead.

"C:\Perl\perl.exe" "%SrcDirBase%\materialsystem\stdshaders\runvmpi.pl"
%xbox_args% -changetodir %ChangeToDir% %SDKArgs%
