If you follow his instructions you can run your server exactly as specified. Steam does not have to be running as long as you include your Steam account in your launch line.
Give it a try, it works quite well. There is also an hldsupdatetool that allows you to specifically download and update only the Valve games you wish to use for dedicated servers. There is a readme included with that tool that basically tells you the same thing knoid has outlined.
