most of it is crappy object placement with the physics, so every round start
theres 100 things falling on the map, it may only fall a centimeter or
something, that or it just has too many breakable surfaces, or barrels. but
thats just how some maps are in general, and surf maps are the absolute
worst for that, and theres not anything you can do about it, other then not
run them maps.

thanks, but:

1) the low FPS occurs before the "surf text" floods the console

and

2) the banner_user.cfg is very small and CPU load peaks at 25% when the
FPS
drops to 10... in reality the load is anywhere from 10% to 25%
