No and there never will be because you are changing the scheduler
frequency and that will always affect the entire machine.

If you have VNC access there should be nothing to stop you enabling
RDP access then turning off VNC, might want to speak to your host
about this as well see if they are willing to change their policy as
I cant see why anyone would want to use VNC anymore.

IMO RDP has much less overhead than the rather.. VNC was ok for it's
time, but not anymore.
