ive been getting reports from other gsps as well that now all of the sudden have this issue.

Our HL1 game servers that are restarted in the past few hours do not seem to be able to find Steam (yes, running 32bit not 64bit). Some other GSPs I've been in contact with in the past 30 minutes are noticing the 10fps issues as well.
