When the time limit is set, the server must change the map after the limit
is reached. This is not map related, this is a server setting.
We have disabled the stalemate round in the server settings, this is not
working, but this is another problem.
some of the map makers didnt put "OnMapSpawn"
"tf_gamerules,SetStalemateOnTimelimit,1,0,-1". so the map will never
change til you do it manualy or rtv

If everything else and all other maps are working fine then it must be a
bug in the map.
