So in other words, it is a server bug and needs to be fixed. The server make
the rules, not the map.


its a map problme, if the map doesnt set OnMapSpawn"
"tf_gamerules,SetStalemateOnTimelimit,1,0,-1".. the map wont change at
hte timelimit. it will only change at the end of the round
