Nobody has complained to me that they've been VACd. The people that you are hearing this from are likely trolls. Further, the server it connects to is not VAC secure.
Certainly Valve has proven it's well within their power to block people from their items. However, about 30,000 people have downloaded the program and I don't think Valve is willing to anger that many people who are already easily upset about access to items.
