change 27016 to open both  UDP and TCP in your router.
And as Lane said  the 192.x.x.x is an internal IP, but once you can see your
server in the master server list.
You can connect with the console command as you shown above.     connect
<outside IP>:<port>
One way to get your outside IP is to go to  www.canyouseeme.org   ,  you can
also check as see if the port is open from there.
