Before they added -replay, the only way you could enable replay was via exec replay.cfg in autoexec.cfg.

More to the point, it worked fine pre-SteamPipe. And since it requires adjusting the server command-line, a lot of server hosts won't allow it, unless you're leasing an entire server from them.
