Alfred, is it possible to force a client to re-ping the servers when they run the 
update command ? If clients were able to locate the best server at update time to 
connect to, then surely a lot of the ill's that people experience with slow updates 
will just fade away ?

If the above is not possible then :
Where does the steam client store this information ? and is it possible to be altered 
to a preferred server ?

Once a month or so it "pings" a number of content servers and chooses
the one with the lowest latency to determine the region ("cell") you are
in.
