Ryan,
    The warning about CreateFragmentsFromFile is just about player's sprays 
being uploaded/downloaded and is normal and should have no impact on the 
server or gameplay.

It is a good idea to delete all the sprays resident in 'downloads/ from time 
to time to prevent lag as the server searches to see if that spray is 
already present.

When the server finds a spray and has to compress it this can cause lag.

One very easy fix if you see ongoing problems with this is to just disable 
sprays for a bit.
