Oh... com on... Valve could just remove TF2 SDK ability to use fake players inside plugins or just automatically temporary delist servers, who have players with “BOT” tags. (cracked - STEAM_ID_PENDING, achievement servers – BOT_TAGS). I bet that this would require less resources and could be done automatically by master servers for ALL Source games.
