The Steam code has logic to fall back to TCP instead of UDP for the Steam connection if the UDP connection has failed repeatedly. Perhaps you have iptables rules or a firewall that is only allowing UDP outbound to port 27017 (the Steam authentication/item/vac servers)? If that's the case then you should unblock TCP and the reliability of your connection will be improved.
