Fake clients is one thing, and Valve has taken a stance against it with the server score/delisting. The problem here is that this method is not valid with these communities in particular; they're too "well known" to be negatively affected by the scoring/delisting mechanism. Valve needs to take manual action, and they seem ambivalent at best regarding the issue. Doesn't matter what server ops are doing as long as your customers have somewhere to play, right boys?
But as for "begging for money" or "selling super powers": cry more. It's not deceiving players, and if players don't like it then they'll leave the server.
