You're right. But it's your last written part where the problem is. As you say: New player may be confused because of this "premium content" und pay for it because they think it's normal. You also might be right that also valves merchandising or sales policy is a reason to think such things belong to the standard game.
Ok. Reporting might be the wrong way. But I think or hope for a solution to get such things stopped.
