I'm not really familiar with this tool , but will it allow you to set a region to download from much like the clients can do now? Reason I ask is that sometimes certain locations are faster on the download when a large update comes out vs how it is now and the update tool just searches for a "Hand shake" to get the data.

Actually the tool is essentially a command line version of the Steam client.
