The real problem is, Valve is more a like a fire brigade, it runs around and extinguishes the (bigger) fires, and then leaves again. After which the fire comes back up again.
There is none at valve that is regularly addressing ongoing issues without "reports", be it weekly, monthly or even yearly. Issues like servers doing stuff like this have to grow in excess (again) before they notice it and are willing to address it (again).
