It was some weird glitch with steam. After having updated my TF2 servers, I actually have a higher than normal player-count for this time of day on a weekday. I did not have any issues applying the update. So, I presume the higher than normal count is because many/most other TF2 servers are not yet updated. That's actually fairly typical - I see this fairly often. Whenever there is a new update, the volume overwhelms the update servers while all clients are trying to update, and servers are also trying. Of course, there may also be some Steam maintenance going-on right now too. So, my suggestion based on previous experience - is just keep trying.
