next time examine paper differences or print break outs about their importance
to perform a certain etude, hohoho ?? Who knows. Just joking sarkastically.

Neuling :  the beginning Presto is thought to be still counted in 2 (quarter 
notes), 
the next Presto with the half note is thought to be counted in 
full measures (about double the earlier speed),  
while the last question referring to the following page needs a bit more 
examination 
on your side, as the problem is self explanatory, as it says: 
"Tempo I followed by the quarter note & the =)"

Tempo I is equal to Tempo primo or older tempo, 
as this is not an "I" but a Roman number "1".
As tempi are relative mostly, Molly is quite right in her assumption, that
things have to be played accordingly to the players abilities.

By the way, there are other 18 Studies for low horn by Neuling & a volume
of 15 technical Etudes for high horn.
