Could you please try running this:
$ lpinfo -m | grep -i fax
On my system, it prints:
HP/HP-Fax-hplip.ppd.gz HP Fax
If it doesn't print anything, then the HP Fax PPD is not installed into a
directory that CUPS or HPLIP can find. You could try moving the file to,
perhaps, /usr/share/ppd or an appropriate subdirectory under there. On my
system, the file is located:
/usr/share/ppd/HP/HP-Fax-hplip.ppd.gz

There is an hp fax directory with two hp fax pods on my system that
were installed by the hplip package:
/usr/share/hplip/fax/ppd
/usr/share/hplip/fax/ppd/HP-Fax-hplip.ppd
Is one of these the correct file and if so where should I put it so
that hp-setup finds it? hp-setup asked me for the printer ppd and
chose the correct directory, but it did not ask me for the fax ppd
