It only found other faxes so I symlinked in the HP.
I also symlinked in the 7300 printer ppd

Status:

1.  hp-install now finds the fax, but pops up "fax queue setup failed;
    please restart cups and try again".  Restarting cups and hplip
    does not change this.

2.  The printer ppd file was found by hp-setup (previously I had to
    click something like "search manually").

Suggestion:

When hp-setup can't find the ppd for the PRINTER, it asks the user to
find it (which I did successfully several times).
When hp-setup can't find the ppd for the FAX, it fails.
The first behavior is preferable.  I would prefer not to add symlinks
(I just did the printer symlink for confirmation).

Question:

I am not a serious fax user.  I prefer scanning, which now works
thanks to you and aaron.  How do I test if the hplip fax functionality
is working.  I suspect that the error msg above says that it is not,
but I don't know for sure.
