try running this command (as root) and then run the installer again):
yast --install libgphoto2-devel
if this still doesn't work, try using the manual instructions:

If i change my directory to the installer created hplip-2.7.6 and run make
manually (not sure if this helps) it ends with this error:
/usr/bin/sed: can't read /usr/lib/libgphoto2.la: No such file or directory
libtool: link: `/usr/lib/libgphoto2.la' is not a valid libtool archive
make: *** [libhpmud.la] Error 1
