You mention the other '.cgi' files. If they all have the .cgi suffix
on their file names, and htsearch doesn't, that may be the problem.
On many Apache installations, there's one ScriptAlias'ed directory for
CGI programs, but you need admin priviledges to use it, and CGI programs
in other directories need the .cgi suffix on them in order to be treated
as such. You'd also need to add the suffix in the action field of the
search form.
Of course, what I'm describing is a typical default Apache configuration.
Your mileage may vary.
