When you say the search always returns empty, do you mean searches for
accented words, or any word?  In 3.1.x, the best way to tell if accented
letters are being allowed is to look for them in db.wordlist.  If they're
there, the locale is probably working OK.  If words seem to be split up
at the accented letters, as though the accented letter were treated as
punctuation, then it's a locale problem.

Do you have an fr_FR locale defined?  If so, give that a try rather than
simply "fr".  On some systems, the "fr" locale is used just for message
files, while fr_FR is used for LC_CTYPE and other locale definitions.

By the way, you don't need to recompile.  Just put the locale definition
in your htdig.conf and reindex.
