According to Tony Crockford:

You could, by why would you want to?  The "..." implies "and so on", so
it's appropriate to use it when there's more to come before or after the
"...".  But if the description starts from the beginning, it would be
misleading/confusing to force the addition of ellipses there.

Forgive me for saying this, but I think this sort of ornamental
punctuation would be right along the lines of the "quote marks for
decoration" that Dave Barry lampooned in an article several years ago.
