If the error message is saying "Unable to read configuration file" then 
I would not expect changes to the config file to make any difference, 
since it can't read the configuration file.

I would suggest checking file permissions on the config file and its 
directory path, and make sure that the userid that the web server runs 
as has read permissions on the file, as well as making sure that the 
call to htsearch is being given the correct location of the config file.
