Clients like Internet Explorer, Mozilla Firefox and even Total Commander support this mechanism of accessing an FTP site via a HTTP proxy. The well-known proxy Squid also supports this type of FTP proxying, see http://www.squid-cache.org/Doc/FAQ/FAQ-5.html#ss5.9 .
