I did not articulate my thoughts well enough. The impression I have is that when the CMake was expanded by Kornel beyond what Thomas started, he looked at the whole repository and made it work for all, including the Panotools::Script. I don't see any other reason for making the CMake build dependent on finding perl on the build machine.
