Don't know exactly. Maybe a native speaker can help.

It does.
If you use only the part from one image, it does not need to be
aligned with part of other images, which does not show up in the final
pano.
Also include mask are used to fix moving object, parallax errors or
the like. In this case you don't need control points in this areas.
Further, it is an optional command, it not called automatically.
Or have you an other use case, I did not consider?
