I thought about it before... but I decided against it because:

    * It adds no new tonal functionality.  After 1:50 comes 2:-49.
      We already cover the full range of -24.5 to +24.5.

    * It adds new complexity to the pitch <==> course:fine mapping.
      Right now, the mapping is monotonic (3.25 *only* maps to 3:25).
      Adding +/- 100 adds double-mapping everywhere (3.25 maps to
      3:25 and 4:-75.)

    * While editing a layer, it would be nice to have more
      flexibility at the quarter-tones (Hmmm... do I want 1:50 or
      2:-49... switching between them is a pain).  But, how
      many people are going to use this?  Seems only useful for
      non-drum samples.

Anyway... that's just my opinion.  :-)
