Menurut saya daripada negara harus membeli dengan harga 10% dari harga
wajar lapangan discovery yang tidak diproduksi , yang itung itungan volume
dan reservesnya juga masih belum jelas, apakah tidak lebih baik pemerintah
mengganti 25% biaya eksplorasi yang discovery tapi tidak akan
diproduksi/tidak ekonomis dengan syarat lapangan dan data data
eksplorasinya dikembalikan ke negara.
Itung itung negara ikut serta 25% dalam
biaya pengambilan data baru, dan perusahaan yang discovery tapi tidak
ekonomis hanya rugi 75%.
