There's nothing special about SYSOUT=B. By convention, B is typically
defined as a punch class, but that just means that the control byte is
stacker select rather than carriage control; it's still there, and the
data are still broken up into records. The standard way to send binary
files is with IDTF encoding, using the XMIT command.
