I don't know what error you were getting, but STEPLIBs never required DCB parameters, because the system loads modules without using SAM support, but with CCWs directly, where text block size is set from the previous control record, without ever checking a DCB or other control block for sizes.
For other libraries, I recall the easing of the requirement in the eighties; we skipped ESA 4, so the change could have come as early as XA or even SP?
