If the PDSE limitation is onerous, go back to PDSs.
This option is not always available since while it works for Text
Libraries, you lost some PDSE features with Load Libraries (since
there are Load Module features that only exist if the the module
lives in a PDSE and some Load Modules MUST be stored in a PDSE due to
their structure).
