Have you every written programmes for interacting with DBMS sub-systems?
If you make the programmer responsible for COMMIT processing, you have 
introduced an unnecessary complexity and a chance for error.

Why re-invent a process?
ABEND/COMMIT/ROLLBACK processing is valid.

DBMS sub-systems are to facilitate business processing by reducing complexity.
NOT to have programmers do things that are already handled by them!
