I realize that most people have much larger shops than we do, but in our 
environment we have no "chargeback" processing.  We're one big happy family 
(bank).  Our applications are so intertwined there would be no way we could say 
one set of jobs belongs to one "department" while another belongs to another.  
Well, maybe we could separate Human Resources, but that's about it.  I'm sure 
that the MVS features that allow you to collect this information are useful for 
those who need to do this, but I for one am glad that we don't.  We can leave 
that to the bean counters.  :-)
