Are you saying that *every* 4HRA is 48 MSUs? If not, run when not. It's free. You're wasting CPU if it *isn't* used.
You always have the option of seeking competitive bids if you have 66 MSUs (hardware) billed at 48 by one/some vendor(s), and 66 billed as 66 by one/some vendor(s).
