My mistake, mea culpa. It is only SUPERC CSECT compare that does not support PDSE. ISPF User's Guide Vol II, Appendix A, section A.41.7 gives the restriction. I had reason to try this comparison recently and ran into that restriction, and mistakenly applied it across the board.
