Where is your PARM= on the PROC statement?

Usually, if there is a parm specified on the START command, and it's not 
specified in the PROC statement, this generates a JCL error.

Unless, JES2 (or PARM=) is special?

Also, I don't believe PARM is allowed as a PROC variable, since it's a JCL key 
word.
