I would use Top Secret tools such as the TSO command TSS WHOHAS and the utility TSSTRACK to see if others are using this volume (or these volumes) during a submit without problems. If they are then something about this user's Top Secret set-up is what's wrong. If they aren't using this volume, then there is something different about this user's TSO/ISPF set-up.
