The legacy time support is not coordianted with the Unix time support.
You need to specify the time zone information *both* in PARMLIB and in
TZ, and ensure that they are consistent. Note that you must export
TZ=EST5EDT in multiple places
I'm not clear on what your issue is; the -0400 is appropriate for EDT.
I'm assuming that your TOD clock is set to GMT or UTC.
