Is there enough information in the dump for a pre-processing script to
be able to select the correct versions of miglib and parmlib for the
actual IPCS invocation?  IBM and ISVs should be able to process a dump
from an unknown system correctly without having to do multiple
invocations of IPCS or other tools.
