I am trying to figure out if this is a strawman, or not.

I have never audited one-shots.
And, chargeback rarely reflects true resource usage, or business objectives.

But, a performance audit of regular, and large consuming, processes is always 
in order.

Especially with today's 4-hour rolling average.
