In other words, instead of using the allocated monies to upgrade IT, the
used to to expand the bureaucracy and complicate the rules and
regulations so there would be more need for more judges and more rulings.

Sounds like typical government (mis)management, doesn't it?
My Dad once told me that the only reason some of these losers go into
politics is that they're too doggone stupid to make it in a real
business. I tend to agree! :-)
