It isn't the operating system that has the problem. It is the poorly written application programs which do not use the GMT time for their time stamps in whatever data records they are recording. Instead, way back when, they decided to use LOCAL time and then do computations on that LOCAL time field against CURRENT LOCAL time which gets them into trouble during the FALL BACK time change.
DB2 uses the GMT Time to stamp the LOG records it is recording for recovery so that is not an issue. SMF records have GMT Time in them so that is not an issue.
